ESTABLISHED JUNE 22, 1993 - FORMERLY SOCIAL SERVICES BOARD)

COMPOSITION: (Section 63.1-36 through Section 63.1-58 of the Code of Virginia)

Each advisory board shall consist of no fewer than five and no more than thirteen members. In the case of such board representing a district, there shall be at least one member on the board from each county and city in the district.

The Social Services Advisory Board is to be comprised of at least seven members, one representing each magisterial district, one liaison representative from the Board of Supervisors, and a representative from the City of Salem.

The members shall be appointed initially for terms of from one to four years so as to provide for the balanced overlapping of the terms of the membership.

Subsequent appointments shall be for a term of four years each, except that appointments to fill vacancies shall be for the unexpired terms.

No member shall serve more than two consecutive terms.

The officer in charge of the department shall be an ex officio members, without vote, of the advisory body.


POWER AND DUTIES OF THE ADVISORY BOARD:

Responsibility for administrative matters is vested in the Director of Social Services. The Director reports to the County Administrator and receives input from the Advisory Board on policy and program matters.

The powers and duties of the Advisory Board shall be as follows:

Interest itself in all matters pertaining to the social welfare of the people of the city and county served by it.

Monitor the formulation and implementation of social welfare programs in the city and county.

Meet with the officer in charge of the department or division of public welfare at least four times a year for the purpose of making recommendations on policy matters concerning the department or division.

Make an annual report to the governing body, concurrent with the budget presentation of the department or division, concerning the administration of the public welfare program.

Submit to the governing body, from time to time, other reports that the advisory body deems appropriate.

MEETING SCHEDULE:

The advisory body shall elect its own chairman and shall meet at least bimonthly.

In addition to regularly scheduled meetings, it may meet at the call of the chairman or on petition of at least one-half of the members.
