Elaine Carver is the Chief Information Officer (CIO) for Roanoke County. As CIO, Elaine is a member of the management team and the advocate for information technology and emergency communications initiatives serving both citizens and staff. She also ensures that these initiatives align with the County’s vision, goals and objectives. Elaine’s areas of responsibility include:

• Information Technology Department which includes the County’s Emergency radio communications.
• E-911 Dispatch Department

Elaine has been with the County for 27 years and has an established track record of progress within several departments.

Elaine began her career in Roanoke County's MIS department and has served as director for the Purchasing, General Services, and Information Technology departments within Roanoke County.

Elaine Carver assumed the role of Roanoke County’s first Chief Information Officer in 2007.
