Transportation

The Transportation Division of Community Development coordinates local, regional and state efforts to help our community improve safety, traffic and congestion in the County. The Transportation Staff works as a liaison between citizens and the Virginia Department of Transportation (VDOT) to address improvements on roads accepted into the state system. Projects are added to the Six-Year Improvement Plan and Revenue Sharing Program each fiscal year to receive funding. When projects are fully funded, Roanoke County assists VDOT in the planning, design and construction of these projects.

The Virginia Department of Transportation (VDOT) is responsible for maintenance along roads in Roanoke County that are part of the state system. Maintenance includes repairs, repaving, snow removal, and major construction.

Private roads in the county that are not in the state system are the responsibility of the homeowners along that road for maintenance and improvements. Developers are responsible for roads in subdivisions still being built and not yet accepted into the state system.

Division projects include: 

  • Investigating, analyzing and responding to internal, citizen, community organization and business inquiries/complaints concerning any traffic related issue.
  • Performing operational assessment/analyses to implement congestion improvement projects that reduce traffic congestion and delay within the County.
  • Reviewing and approving developer submitted site plans, rezoning and subdivisions
  • Overseeing the review of permits for assemblies, street closures and right-of-way vacations.
  • Investigating, analyzing and mitigating various traffic safety problems included in the County’s traffic safety program.
  • Developing the County transportation plan.
  • Coordinating rural addition construction
  • Representing the department at Planning Commission meetings and responding to any engineering concerns related to rezoning.
  • Developing functional designs for street/intersection improvement projects and manage/coordinate implementation of these projects.
  • Acting as a representative of the County to coordinate with the Virginia Department of Transportation (VDOT) , Roanoke Valley Area Metropolitan Planning Organization (MPO), Roanoke Valley-Alleghany Regional Commission (RVARC), and others during the planning, design and implementation of various transportation projects.
  • Establishing the inventory of County roads – private and secondary.
  • Coordinating the Six-Year Secondary System Construction Plan with VDOT.
  • Tracking annual paving and maintenance within the confines of a pavement management system (PMS); Roanoke County’s PMS will be used to help determine which roads are candidates to receive revenue sharing or secondary road funds.
