This form may only be used for a newly purchased, leased, sold or disposal vehicle, or if you have moved here from another locality. Businesses cannot file online at this time.

You must have a Virginia title number to use this form. If you do not have a title number assigned, you may fax a copy of you registration card and/or bill of sale along with this form to (540) 772-2015. You may also bring the information into the Commissioner of the Revenue's office at:

Business Use Criteria: If you can answer yes to any of the following questions, your vehicle is considered by state law to have a business usage and does not qualify for car tax relief.
  • Is more than 50% of the mileage for the year used as a business expense for Federal Income Tax purposes or reimbursed by an employer?
  • Is more than 50% of the depreciation associated with the vehicle deducted as a business expense?
  • Is the cost of the vehicle expensed pursuant to Section 179 of the Internal Revenue Service Code?
  • Does an individual lease the vehicle and the leasing company pays the tax without reimbursement from the individual?


Important Notice
Vehicle decals have been eliminated. However, an annual non-prorated, non-refundable vehicle licensing fee (VLF) will be applied to your tax bill per vehicle. A transfer of the fee is allowed when a vehicle is disposed of and replaced by another vehicle within a 60 day period.
