Titled in the Student's and Another Person's Name:  Taxable at the college or university locality where attending school in Virginia 

Titled In Virginia, But Garaged Out of State:  Taxable in Virginia at home locality 

Titled Out of State, But Garaged in Virginia:  Taxable in college or university locality, unless personal property has been paid in home locality
