The Roanoke County Sheriff's Office is proud of our jail and the staff who operate it. It is our philosophy to provide temporary supervised housing for persons entrusted to the Sheriff's Office's care, to meet their basic human needs, and also provide programs that will assist those persons in becoming a productive part of society upon release from our jail.

Lieutenant Colonel- Operations


Chad Beheler was raised in Botetourt County and attended Lord Botetourt High School graduating in 2001. After graduating he immediately enlisted in the United States Marines. After getting honorably discharged, Chad then began his law enforcement career with the Roanoke County Police in 2004. Chad attended the Roanoke City Police Academy and upon graduating began his training as a road officer. During his 12 years in Roanoke County he participated in multiple assignments throughout the department. The last two years of his time at the Roanoke County Police Department Chad served as the School Resource Officer at Hidden Valley High School.

In January 2016 he was given the opportunity to serve the community as a Deputy with the Roanoke County Sheriff's Office. Chad will serve as the Community Outreach Coordinator and very much looks forward to serving in this capacity. Chad will also be working with the Roanoke County Elementary Schools in the future. He asks that you do not hesitate to contact him for any community programs that he or the Roanoke County Sheriff's Office can assist with.

Chad currently resides in Roanoke County with his wife, daughter, son and two Boxers.

Military Training and Awards 

Parris Island initial boot camp, Marine Combat Training, School of Combat Engineers.

My time spent in the Marines while being deployed consisted of kinetic clearing operations, multiple daily patrols in different cities throughout the Al Anbar Province of Iraq and searching homes of possible insurgents, collecting ordinance that were being used to deploy IED's and disposing of those items, all while trying to keep a positive relationship with the citizens of Iraq.

Captain- Jail Division


Captain Brian Martin began his career with the Roanoke County Sheriff’s Office in 2000.  He has served in as a deputy in Corrections, Classification, Home Electronic Monitoring, Volunteer Services and Rehabilitation.  He advanced through the ranks as a shift Sergeant and Lieutenant.  He transferred to the Civil Division as Civil Lieutenant overseeing all three courts and civil process and later returned to corrections as the Services Lieutenant.  In 2023 he was appointed to the rank of Captain and currently serves as the Jail Administrator.  He has attended the Professional Executive Leadership School at the University of Richmond, The Batten Institute of Leadership at Hollins University, SPI Executive Leadership School through the University of Louisville, and is a recipient of the FBI Leeda Trilogy award.

He graduated from National Business College with an AS in Business Administration with a concentration in accounting.  Brian is a Roanoke native and is married with two children.


Lieutenant- Services

Jacob Carroll is a dedicated corrections professional with over 20 years of service at the Roanoke County Sheriff’s Office. He brings extensive experience in facility operations, inmate management, and staff development. Jacob holds a Bachelor’s degree in Sociology and Criminal Justice from Averett University and is currently pursuing a Master’s degree from the University of Virginia. He is a graduate of the prestigious Batten Leadership Institute and has completed Executive Leadership training through the Southern Police Institute. With a strong foundation in both academic and operational leadership, Jacob is committed to advancing best practices in corrections, fostering a safe and accountable environment, and supporting the professional growth of those around him.

Sergeant- Records

Sergeant Timothy Webster has had a diverse career in public service, starting with a twenty-year tenure in the Fire and Rescue Department of Roanoke County.  As a USAR/FEMA Technician, Tim has been deployed to many challenging situations during natural disasters. In 2013, Tim’s promotion from field operations to the Fire Marshal’s Office was a natural progression, leveraged by years of experience in enhancing safety in the community. He attended Virginia Fire Marshal Law Enforcement Academy and ultimately advanced to the position of Deputy Fire Marshal. In this role, he was responsible for enforcing fire prevention regulations, conducting inspections, and overseeing investigations related to fire incidents.

In 2023, he transitioned to the position of Deputy with the Roanoke County Sheriff’s Office, serving as the Behavioral Health Case Manager and Re-Entry Coordinator. In this role, he initiated a re-entry program aimed at facilitating the reintegration of incarcerated individuals into society, with a focus on reducing recidivism and enhancing community outcomes. He has since been promoted to the rank of Sergeant and currently oversees the Records Division.

He graduated from Bluefield University with a Bachelor of Science in Business and earned his associate's degree in Fire Science and Architectural Technology (AAS).

Tim currently resides in Roanoke County with his family.
