Need Help Deciding on Which Plan(s) to Select? Meet ALEX!
- We know it can be confusing to have multiple options from which to choose, and selecting your benefits in general. To help with the process, the County is offering a new program called ALEX to assist you with this decision. ALEX is an online, text-based, audio-led program offered by Jellyvision. ALEX will utilize the information you enter based on your personal situation, considering your preferences and tolerance for risk to help you determine which plan may best suit your needs!
- Roanoke County will NOT have access to any of the information that you enter into ALEX.
- ALEX provides information on many benefits offered by the County and can assist you with making smart decisions about your benefits during Open Enrollment and throughout the plan year.

Overview of Benefits Effective July 1, 2025
Roanoke County offers a choice between two health insurance plans which are both administered by Anthem. The health plans offered are the KeyCare 1000 and the KeyCare 2000 plans with a Health Reimbursement Arrangement (HRA). The HRA is administered by Flexible Benefits Administrators. Enrolling in the County's health insurance plan will automatically enroll you in the prescription drug coverage and the embedded Blue View Vision plan at no additional cost to you. The embedded Blue View Vision program is separate from the optional employee-paid Vision Insurance.
The Transparency in Coverage rule requires health insurers and group health plans to post publicly available machine-readable files (MRFs) of all provider payment information. The MRF data must be updated monthly and made publicly available. Below you will find the link to access this information:
Search for a provider and cost information for many common healthcare services using Anthem's Find Care Tool or Anthem's Sydney Health Mobile App.
The current health insurance rates are shown below. Prescription Drug Coverage is included with your Health Insurance plans at no additional cost. Employees MUST provide documentation to show that their dependents are eligible for the County health plan.

Roanoke County partners with Marathon Health for management of our Wellness Program. The Wellness Program began because of our desire to help employees lead healthier lives and to stabilize the increasing costs of health care. As long as you're enrolled in the County's health insurance plan, you are eligible to use the onsite health center and access all other services provided by Marathon. Your participation is completely confidential as the County does NOT have access to any of your personal health information.
Once you are engaged in the Wellness Program, you will receive an incentive to help offset your insurance costs. The incentive consists of a Health Reimbursement Arrangement (HRA) funded by Roanoke County.
The employee must complete an annual physical in order to receive the HRA Contribution. Your spouse, if covered on the health insurance plan, must also complete an annual physical in order to receive an additional HRA contribution. You may have your annual physical completed by your physician in lieu of going to the Wellness Center. You will be required to have your physician complete the Annual Physical Form.

Roanoke County offers dental insurance through Delta Dental of Virginia. The plan offered is Delta Dental PPO Plus Premier, which covers dental and preventative services such as x-rays, cleanings, and oral exams.

Roanoke County offers two Flexible Spending Accounts that are administered by Flex Benefits Administrators. These plans allow employees to pay for certain health care and dependent care expenses with pre-tax money.

The IRS has a strict "use it or lose it" rule for the Health Care Flexible Spending Account. Your plan has a $660 rollover provision. However, if you do not use the full amount in your FSA, you will lose any remaining funds that are in excess of $660.

Additional Benefits
Disability
Full-time employees have access to Short-Term Disability (STD) and Long-Term Disability (LTD) plans. Disability coverage is intended to provide a certain level of income replacement during a disability period if you become disabled by sickness or injury and cannot work. Anthem administers the STD and LTD benefits; however, there are two plans that are very similar. The disability plan you will be enrolled in is dependent upon the VRS Plan under which you are covered.

VRS Retirement
The County offers retirement benefits through the Virginia Retirement System (VRS). Membership is generally determined by the date an employee is hired into a VRS covered position. There are 3 different VRS Plans: VRS Plan 1, VRS Plan 2, and VRS Hybrid Plan. Regardless of the plan membership, employees are required to make a 5% contribution to their VRS Plan. The County also makes a contribution into your plan, which is minimum of 17.11% of your salary.

Voluntary Benefits
The County offers Voluntary Benefits to assist employees with unexpected financial loss due to cancer, hospitalization, accident, or critical illness diagnoses as well as providing you with various legal and identity theft resources. These benefits are administered by Employee Family Protection, Inc (EFP) and are Underwritten by Trustmark, CHUBB, and Legal Resources.

Basic Group Life Insurance
Full-time employees are enrolled in the Basic Group Life Insurance coverage from their first day of employment. VRS administers the coverage which is underwritten by Securian Financial (formerly Minnesota Life Insurance Company). Roanoke County pays 100% of the premiums for this benefit.
Optional Group Life Insurance
If covered under the Basic Group Life Insurance program, you may be eligible to purchase additional life insurance for yourself, your spouse, and dependent children through the Optional Group Life Insurance program. You pay the premiums for this additional coverage through payroll deductions.

Voluntary Long-Term Care is offered through VRS and is administered by Genworth Life Insurance Company. This program provides assistance with long-term care expenses such as:

Deferred Compensation
The deferred compensation plan is an optional retirement plan that is administered by Empower. This plan is separate from your VRS benefits. Employee contributions are deducted from the employee's pay and contributed to a 457 plan. Contributions are deducted 26 times each year, and Roanoke County will match up to $25 each pay period which will be contributed to a 401(a) plan. You are vested in the deferred compensation plan 100% from the first day you enroll.
Please note that if you are a VRS Hybrid plan employee, you must contribute the 9% maximum employee contribution into your VRS Hybrid plan before you can participate in the Empower deferred compensation plan.

Flexible Leave Plan
The Flexible Leave Policy can be used for any reason without a designation of vacation, sick, etc. You must schedule foreseeable leave as directed by the department and follow call-in procedures for unscheduled absences.

Employee Assistance Program (EAP)
The County offers an Employee Assistance Program to employees. The EAP is administered by Carilion. EAP is a voluntary, confidential service providing professional counseling and referral services designed to help you with your personal, job, or family problems.

Benefit Resource Center
BRC is offered through USI and is a resource for assistance with claims and for help with questions related to your Roanoke County health, dental and vision insurance, prescription coverage, and group STD and LTD benefits. BRC is offered as a free service to full-time County employees that are currently covered under our primary insurance offerings. Proof of Dependent Eligibility - Step Child
- A copy of the birth certificate reflecting the name of the natural parent
- Proof that the policyholder (employee) and the natural parent are married (acceptable documentation is reflected above).
Dependent Social Security Numbers for Health Insurance
If you are enrolling in Roanoke County's health insurance plan, you will need to provide the Social Security number for yourself and any eligible dependents you enroll. This information is required under the Affordable Care Act ("ACA"). Employers are required to report information to the IRS about individuals who are enrolled in the employer's health plan.
