Plantation Road / Hershberger Road / Hollins Road Projects

The Plantation Road, Hershberger Road, and Hollins Road area near the Walmart Neighborhood Market and Food Lion in the Hollins District has been identified in multiple state, regional, and local plans as needing improvements due to crash history and lack of pedestrian accommodations.  In order to develop a plan to identify and address issues in the area, Roanoke County, along with staff from the Virginia Department of Transportation (VDOT), the Roanoke Valley Alleghany Regional Commission (RVARC), and Valley Metro, participated in the 2025 cohort of the Virginia Walkability Action Institute (VWAI).

The VWAI cohort included a 9 month program where members participated in two in-person sessions in Richmond, monthly online office hours with VWAI staff to help develop projects, a site visit by VWAI staff, and distance learning modules.  The goal of the cohort was to develop a walkability Action Plan.  Roanoke County's Action Plan seeks to improve the conditions for non-motorized road users in the corridor.  The Action Plan can be found here.

Action Plan Strategic Action 1: Engage the community to identify issues they face in the corridor.

Action Plan Strategic Action 2:  Perform a Road Safety Assessment (RSA) with a wide variety of stake holders.  

  • On May 29th, representatives from Roanoke County, VDOT, the Virginia Department of Health, RVARC, Valley Metro, Roanoke County Police, Roanoke County Greenway Commission, PedalSafe ROA, and the Bus Riders of Roanoke Advocacy Group spent the day with a consultant hired by VWAI to do an in-depth site visit and analysis of the area.  
  • The RSA produced a report which gave detailed background on the study area, assessment findings, and a wide array of recommendations for the corridor.

Implementation and Next Steps

  • Some recommendations from the RSA are currently in the process of being implemented. 
    • Solar lights for the transit stops will be installed as a result of special project funding acquired through VWAI. 
    • Vegetation has been cleared to improve sight distances.
  • Other recommendations are being scoped in collaboration with VDOT for possible inclusion in future grant applications.
