Mission & Value Statement

The mission of the Purchasing Division is to support the County’s highest priorities by developing and managing a preferred supply base that best allocates the County’s resources with the focus of, and in the interests of constituents both internal and external.  The Purchasing Division develops innovative solutions to conducting the purchasing function in a manner which results in the most efficient and effective use of County funds.

Vision

The Purchasing Division’s vision is to provide the overall management of the acquisition of goods, services, insurance, and construction, controlled by the requisition, and purchase order processes in compliance with all state and federal guidelines. The Purchasing Division issues solicitations tailored to meet each of the departments' needs. The Purchasing Division will serve in the best interest of the County in our overall procurement practices. The Office acts ethically with integrity, discretion, honesty and with a high level of professionalism.

Functions

The Purchasing Division of the Finance & Management Services Department is responsible for the centralized acquisition of goods, services, and construction for the County of Roanoke and serves as the purchasing agent for Roanoke County Public Schools for all items except those listed below:

Public Auctions

The Purchasing Division also manages the disposition of Roanoke County Surplus Property.

Important Notices to Vendors & Contractors

The County of Roanoke utilizes the Commonwealth of Virginia’s electronic procurement system (eVA) for issuing its competitive, sealed procurements.  In addition, the County may also post its Notice of Award, sole source and emergency award documents on eVA.
