In a briefing, the Board received an introduction to Jim Blanton, Roanoke County’s newly-hired Director of Library Services. Mr. Blanton comes to Roanoke County from Bumcombe County, North Carolina.

In new business, the Board of Supervisors approved its legislative agenda for the 2023 Virginia Assembly session, which includes priorities for funding K-12 education, mental health and public hospital needs, support for expansion of the Roanoke-Blacksburg Regional Airport, continued broadband funding, and supporting the County’s authority to impose civil penalties for some local code violations instead of criminal penalties where appropriate. The Board also approved a resolution requesting a grant from the US Department of Transportation Federal Railroad Administration for planning a railroad crossing elimination in the Bonsack area.

After a public hearing, the Board amended the Roanoke County Comprehensive Plan to include design guidelines for the 419 Town Center Plan portion of the overall plan. These guidelines are intended to help guide the design of future development in the 419 Town Center area.

The Board heard the first reading of an ordinance to accept and appropriate $290,700 and further appropriate $75,000 of Capital Fund Reserves, for the purchase of approximately 56 acres to expand public access to Read Mountain Preserve. This purchase would enable future access to the Read Mountain Preserve from Old Mountain Road while conserving more of this mountain ridge for generations to come. The second reading and vote on this proposed ordinance are set for October 11.

In other action, the Board accepts Transportation Alternatives Set-Aside Program grant funds for fiscal years 2023 and 2024 in the amount of $651,375, to construct the Glade Creek Greenway through Vinyard Park West. After a public hearing, the Board approves amendments to the Roanoke County Code, Chapter 5 to clarify penalties on barking dogs, and Chapter 13, to clarify the definitions provided in the ordinance to make local restrictions identical to State Code.

During the Board of Supervisors’ evening session, a public hearing was held regarding a petition by ABoone Real Estate, Inc. to rezone approximately 32.323 acres along Edgebrook Road to construct a hotel and townhouses. Nineteen citizens signed up to speak at the public hearing. After a lengthy public hearing process, the Board of Supervisors approved the petition.
