Functions of the committees vary and membership is diverse. The Planning Commission; Parks, Recreation, and Tourism Advisory Committee; and Library Board all have a major impact on issues affecting the county. The Planning Commission makes recommendations on rezonings, special use permits, and other land issues. Others, like the Roanoke Valley Resource Authority, the Airport Commission, the Roanoke Valley Cable TV Committee, and Fifth Planning District Commission are regional in nature and look at issues from a broader perspective. Ad hoc committees are appointed to deal with a specific project or issue, i.e., the Comprehensive Plan Citizens Advisory Committee and the School Facilities Study Committee.County Committees, Commissions & Boards

The volunteer boards are an important asset to local government because they offer a citizen's unique perspective to issues. County staff and the Board of Supervisors are able to be advised directly of the needs and concerns that are of importance to the community. These citizens know what the community wants and needs because they are the community. The many volunteers who serve on these different committees are deeply interested in the issues that their committee deals with. An example of this concern would be the Planning Commission. In addition to making recommendations on rezoning requests and special use permits, they are also deeply involved with the Comprehensive Plan for Roanoke County. Only three committees provide for salaries or reimbursements to be made to the volunteer members. These are the Board of Zoning Appeals, the Community Development Authority, and the Planning Commission. Stormwater management is the process of controlling runoff from rainfall or snow melt that is generated from impervious surfaces like parking lots, driveways, and roof tops. In Roanoke County, the stormwater system is separate from the sanitary sewer system. Stormwater flows directly from streets and gutters into the area's streams and rivers without any treatment before its discharge. Stormwater runoff also transports the pollutants it collects from these hard surfaces, such as motor oil, household cleaners, fertilizers, and other materials, that may negatively impact water quality of the receiving waters.

Private streets are those where the use is permissive or privileged by the right of ownership. The term is often confused with public streets that are privately maintained by residents or homeowners association. Private street connections to state-maintained roadways must meet all Virginia Department of Transportation criteria for subdivision street connections, such as sight distance, pavement structure, auxiliary lanes, signalization, and permits. The route numbering range for private streets is 4,000 or greater. Private street signs are white, while roads that state maintained are green in color.

A private stable is defined as "the keeping, breeding, or raising of horses or ponies exclusively for the personal use and enjoyment of the owner or occupant of the property or the riding of horses or ponies by the owner or occupant of the property and their guests." Private stables are permitted by right in all agriculturally zoned properties. In the R-1, Low Density Residential District, a private stable is only allowed by a special use permit. Sections 30-91-2 of the County Code states that parking a commercial vehicle in a residential zoning district is prohibited. Such a vehicle is a truck or commercial vehicle with, or designed to have, more than two (2) rear wheels, except for pickup body type trucks. Section 30-91 of the County Code states that campers and boats are allowed in all residential districts. However, except for vehicles parked within multi-family developments, all recreational vehicles shall be parked behind the front building line, unless space is provided in a completely enclosed garage or other building. For the purposes of the above mentioned section only, a corner lot that fronts on two (2) streets shall have only one (1) front building line in accordance with section 30-100-7. In the case of a unique house configuration, the zoning administrator shall determine the parking location for the recreational vehicle, based on having no interference on sight distance in accordance with section 30-100-8.Planning & Zoning

A permit is not required for: Ordinary repairs which do not involve any violations of the building code. These include painting, roofing, most glass, most doors, floor covering and porch flooring, repairs to plaster or interior tile and other wall covering, residential cabinets, and wiring and equipment operating under 50 volts. Detached accessory structures less than 256 sq. ft. NOTE: must be structurally sound and anchored. Zoning permit is still required. Tents or air supported structure less than 900 sq. ft. and less than 50 persons. Fences and privacy walls (does not include retaining walls) that do not exceed six feet above finished grade. Swimming pools meeting all three of the following conditions: less than 200 sq. ft., less than 5,000 gallons capacity and less than 24" deep. Pools that fail to meet any one of these conditions require a permit. Re-roofing of 1 and 2 family dwellings (roof covering only). Most wiring and equipment that operates at less than 50 volts. (exceptions) Replacement of plumbing and electrical fixtures, fittings, appliances, including electric water heaters, fans, humidifiers, dehumidifiers, air cleaners, and similar mechanical equipment, doors and windows with that of similar capacity in the same location in most residential uses.

Permits may be applied for by the owner or lessee of the building or the agent of either, or by the licensed professional engineer, architect, contractor or subcontractor (or their prospective agents) employed in connection with the prospective work. A permit remains valid for as long as the work is proceeding. If the work is halted or abandoned for a period of at least six months, the permit may be suspended. Extensions may be granted for cause by the building commissioner. Letters are sent to permit holders advising them that the permit is about to be suspended and requesting a progress report when no inspections have been scheduled for 6-12 months. If the permit is suspended, you may be required to re-apply and/or pay additional fees to re-activate the permit.Building Safety

At the time the decal fee was eliminated, the Board of Supervisors adopted a vehicle license fee (VLF). The VLF is approved by the State Code of Virginia, Section 46.2-752, and was adopted by the County of Roanoke pursuant to Article II, Section 12. The VLF is levied on every motor vehicle, trailer, and semitrailer garaged in the County of Roanoke. This fee covers the administrative cost of maintaining personal property records. Roanoke County assesses personal property tax on all vehicles that are registered with the Department of Motor Vehicles and garaged in the County of Roanoke as of January 1 of each year. If your vehicle or trailer is assessed taxes for that year, then you are also levied the VLF. Unlike prorated personal property taxes, the VLF is a nonprorated and nonrefundable fee.Treasurer's Office

You will be given the option to review past auctions or current auctions. If you opt to bid, you must register as a buyer. In order to do that, you need to go to login, 'not already a buyer', and register here. Proceed with filling out your name, phone number, address, and email. You must develop a username and password. You should read the user agreement. You will receive an email with a code to confirm and activate your account. Once the account is activated, you are ready to bid on public surplus.

In Roanoke County, the maintenance of medians has always been the responsibility of the Virginia Department of Transportation (VDOT). Because of the budget shortfall, VDOT announced earlier this year that it would be cutting back on the frequency of its mowing. Because it takes special equipment to mow medians and roadsides, Roanoke County does not have the equipment necessary to perform this function. If it has been more than 30 days you will need to report the disposal, trade or sold date to the Department of Motor Vehicle (D.M.V.) before calling our office or using the online filing. The Family Assessment and Planning Team (FAPT) is a group of community partners (DSS, Court Services, Schools, Blue Ridge Behavioral Healthcare, and private providers) that meet with the Service Coordinator and family to assess the strengths and needs of youth and families and work together to develop a plan to meet the identified needs.

Comprehensive Services Act (CSA)
The Community Policy and Management Team (CPMT) is a group consisting of at least one elected or appointed local government official and agency representatives from DSS, the school system, Blue Ridge Behavioral Healthcare, Court Services, a parent representative, law enforcement, and a private provider. This team develops local policies for the CSA program and manages the funds for requested and approved services. The Roanoke County CPMT meets the second Thursday of each month at 2:00 PM, at the Roanoke County Department of Social Services located at 220 E. Main Street in Salem.

When you dial 9-1-1 from a land line in Roanoke County, your call is routed to the Public Safety Center and is then received in the Emergency Communications Center. This is the answering point of Roanoke County and is also where emergency services are dispatched from. In an emergency, would the police department, fire department, or ambulance be able in finding your address? Even with all the technology available to us, it does not always help us find where you are. To assist emergency responders to find your house more easily, clearly label your address. County Code Article Six Section 7-81 advises that building numbers shall not be less than three inches in height and shall be made of durable and clearly visible or light-reflecting material. Your address is to be placed to the side, above or on the main entrance door so that the number is plainly visible from the street. If the structure is more than 50 feet from the street or when the entrance is not visible from the street, the number shall be placed at the walk, driveway, or other suitable location that is easily discernible from the street.Emergency Communications

The total county budget adopted by the Board of Supervisors for Fiscal Year 2024 to 2025 is $729,794,336. This includes all transfers between funds and provides for general government services (police, fire / rescue, refuse collection, parks and recreation, social services, etc.); schools; capital projects; and debt service payments. After eliminating transfers, $593,586,175 represents cash expenditures for all county goods and services. These expenditures are funded with revenues derived from taxes, fees, user charges, reimbursed costs, and state / federal allocations. The General Government Budget for Fiscal Year 2024 to 2025 is $260,481,503, which represents the operating budget portion for all county services.

Stormwater Management is the process of controlling the runoff that comes primarily from impervious surfaces like parking lots, driveways and roof tops. In Roanoke County, the stormwater system is separate from the sanitary sewer system. Stormwater flows directly from streets and gutters into our streams and rivers, often with little or no treatment. Stormwater can also transport pollutants that collect on these hard surfaces such as motor oil, household cleaners, and other materials which may negatively impact water quality.

You will need to provide certain information when you apply. You will only be asked for the information needed to determine your eligibility. If you cannot send in some or all of the information with your application, you do not need to wait to apply. A checklist will be sent to you that tells you what information is needed.
- You will need to provide proof of your income.
- You may need to provide proof of your resources, such as bank accounts, stocks, certificates of deposit (CD’s), real property that you do not live on, and motor vehicles. Parents, children, and pregnant women do not have to provide resource information, in most cases.
- By Federal law, documentation of U.S. citizenship and identity must be obtained for Medicaid applicants and recipients who declare they are United State citizens. Certain groups of people do not have to prove their U.S. citizenship or identity. The groups are: People currently receiving Supplemental Security Income (SSI), People who receive Social Security benefits on the basis of a disability, People entitled to or receiving Medicare, Children in foster care or who are classified as Title IV-E Adoption Assistance, and Children born in the U. S .to mothers who were covered by Medicaid at the time of the birth. You will be enrolled in Medicaid if you meet all other Medicaid eligibility requirements. You may be required to show your local Department of Social Services worker a document that proves you are a U.S. citizen and a photo identification card or document that identifies you at the time of your annual renewal (your case must be reviewed by the 12th month after your Medicaid coverage starts).
- If you are not a U. S. citizen, you must show proof of your immigration status. This proof is usually the document you received from the U.S. Citizenship and Immigration Services when you entered the United States or your immigration status changed. If you were not lawfully admitted to the U.S. you may apply for Medical Assistance. However, if you meet all other Medicaid eligibility requirements, you will only be eligible for Medicaid coverage of emergency services or for services related to giving birth (labor and delivery).
- You must provide your Social Security number. You do not need to provide your card if you are sure of your number.
- If you have Medicare or other health insurance, you will need to provide information about your coverage, such as your policy or member number.

For most people, your application should be processed within 45 calendar days from the date you apply. If you are pregnant, your application should be processed within 10 work days, if the eligibility worker has all of your required information.
If you are referred to the Disability Determination Services for a disability determination, your application will be processed with 90 calendar days, or as soon as possible after your disability determination is complete if the disability determination takes more than 90 days.
In most cases, medical services received during three months prior to the month you applied can be covered (if you are eligible). You will receive a written notice telling you whether or not you are eligible. If you are eligible, the notice will include the date your coverage will begin.

Roanoke County currently offers several recycling drop off locations, which are emptied Monday through Saturday. Citizens may place their recyclables in the trailers on Sundays. Trailers are located at Glade Creek Park (Vinton), Glenvar Middle School (Catawba), Hollins University (Hollins), Brambleton Recreation Center (Windsor Hills), and Cox Communications (Cave Spring). In addition, Roanoke County residents are able to take recyclables to the Tinker Creek Transfer Station during their normal hours of operation.

Please only place accepted recyclable items in the designated bins. Other material will contaminate the load and it will not be recycled. All locations accept mixed paper, aluminum, and plastics #1 and #2. Mixed paper includes newsprint, office paper, magazines, and cardboard. Please break down cardboard boxes to maximize storage space in our recycling trailers.

Many residents believe that if an item (like boxes, appliances, electronics) fits in the container that it is permissible to use the can for that purpose. However, there are several problems with this assumption. During bulk collection, the crews manually place the bulk material in the rearloader in a way that will not damage the packing mechanisms in the truck. In the automated trucks, this is not possible and metals get hung in the packing mechanism and damage the truck. The repairs to the vehicles due to this kind of damage are very expensive. Cardboard boxes, while not metal or made from a hard material, present their own unique problem. Boxes placed in the container act as a wedge that will not allow the bags to pass through. When the arm squeezes the container, it has to squeeze hard enough to maintain the grip up and over to the hopper. During this procedure, the arms squeeze around the cardboard and hence the wedge. This can even happen with large pizza boxes. In the summer, the wedging is more frequent due to the plastic makeup of the container and the heat from the sun. The Roanoke County Solid Waste Ordinance was amended in 2008 to require that all household trash be bagged before being placed in the container. There are many benefits to bagging. The number one benefit is that the neighborhoods and/or streets are cleaner without loose trash blowing around. Drivers will get out and collect bagged trash that may fall out of the container during collection. If the container has loose trash that falls out of the container, the driver is not required to collect it. During inclement weather, some areas of Roanoke County can only be serviced manually by smaller pickup trucks. Having the trash in bags allows your trash to be picked up in a timely manner. Yes, Roanoke County Fire and Rescue requires a permit. During this process, the blast site will be inspected and personnel will observe each blast (shot) as directed. Blasting operations shall only be conducted by persons certified through the State Fire Marshal's Office. All blasts shall be in accordance with the Statewide Fire Prevention Code and NFPA 495, and a bond or certificate of insurance shall be on file in the minimum amount of $1,000,000.
Blasting shall be conducted in daylight hours unless otherwise approved. When blasting in congested areas, measures shall be taken to reduce earth vibrations and air blast effects. Measures include, but not limited to, the use of blasting mats and monitoring vibrations and air blast effects with a seismograph. Detailed records of each blast shall be maintained.

In the Roanoke County Code, campgrounds are defined as "Facilities providing camping or parking areas and incidental services for travelers in recreational vehicles and/or tents.
The only approved location for living or business purposes for a recreational vehicle is in an approved campground. Any new campground proposed in the AG-1 or AG-3 zoning districts requires a Special Use Permit and must meet the Use and Design Standards outlined in the Roanoke County Code Section 30-85-9.
In addition to local regulations, the Code of Virginia regulates Campgrounds in Chapter 450. According to section 40, Permits,
No person or persons, directly or indirectly shall conduct, control, manage, operate, or maintain a campground or offer campsites for occupancy within the Commonwealth without first making application for and receiving a valid permit from the Health Commissioner for the operation of said camp.

When the FERC order was issued the County filed a notice of rehearing (the regulatory way to challenge a FERC filing).
This enables the County to participate in certain legal actions, if requested by the Board. The County also filed as an intervener in the process and is a consulting party in the Section 106 process, but has challenged that Mountain Valley Pipeline Information (MVP) has not exercised all opportunities to consult with Roanoke County.

DEQ is responsible for monitoring erosion and sediment. The Roanoke County engineer and his staff reviewed the review that DEQ did for E&S plans. County staff made a number of comments back to DEQ. However, the Roanoke County Board of Supervisors voted not to enter into an agreement with DEQ that would have enabled County staff to coordinate on land-disturbing activities.

Roanoke County does not provide water to anyone; the Western Virginia Water Authority is the public water supply and they have to meet water quality requirements for the water they provide to their customers. Mountain Valley Pipeline Information (MVP) is ultimately responsible for any damage that it causes to public and private water supplies, and the FERC should hold them accountable. Impacts to wells and springs are regulated by both the FERC and DEQ.

This does not account for time taken to save or upload the file.
