Board Meeting Notes 8-19-2025

At its August 19, 2025, meeting, the Board of Supervisors opened with the second reading and approval of an ordinance authorizing the acceptance of Explore Park’s approximately 1,060 acres, from the Virginia Recreational Facilities Authority (VRFA). The ordinance also approved an agreement with the VRFA for administrative and financial support of the property. Assistant County Administrator Doug Blount presented the item, noting the significance of this action for the County’s long-term recreational, tourism, and economic development goals. After discussion, the ordinance was adopted unanimously.

In new business, the Board of Supervisors went on to adopt a resolution authorizing a Memorandum of Understanding (MOU) between Roanoke County and Roanoke County Public Schools to incorporate school system vehicles into the County’s Fleet Management Software. Director of General Services Ashley King explained that the integration will improve operational efficiency, reduce duplication of services, and create cost savings through coordinated fleet tracking and maintenance.

The Board also approved a resolution supporting design and limited access control changes for the planned Interstate 81 widening project between Exits 143 and 150. Megan Cronise, Assistant Director of Planning, presented the resolution, emphasizing the importance of these changes for safety, traffic flow, and long-term regional mobility. 

County Attorney Peter Lubeck presented two resolutions related to recent settlements of opioid litigation. The first resolution was to accept the Purdue Pharma Bankruptcy Plan and Sackler family settlement and authorizing County participation in the agreement. A second resolution was to approve participation in proposed settlements with several pharmaceutical manufacturers and distributors, including Alvogen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun, and Zydus and their related corporate entities. Both resolutions were adopted unanimously, ensuring Roanoke County will receive settlement funds for opioid abatement, recovery, and prevention programs.

The Board approved a resolution authorizing an interim agreement between Roanoke County and S. Lewis Lionberger Construction Company for pre-construction services related to the Hollins Library replacement project. George G. Assaid, Capital Projects Administrator, explained that this agreement moves the project forward by allowing design coordination and preparation for full construction work.

First Reading of Ordinances

The Board conducted the first reading of an ordinance approving lease financing for various capital projects. Laurie Gearheart, Director of Finance and Management Services, presented the ordinance, which also authorizes the leasing of certain County-owned property, execution of lease agreements, and related financial actions. The Board voted to move the ordinance forward to a second reading on September 9.

Consent Agenda

The Board of Supervisors approved the following measures in the form of one resolution under its Consent Agenda.

  • Approval of minutes from the July 22, 2025 meeting.
  • Ordinance appropriating $510,060.48 from the Virginia Department of Rail and Public Transportation (DRPT) for the CORTRAN program, with $21,252.52 in local matching funds.
  • Ordinance appropriating $126,400 from DRPT for FY 2025–26 to support the McAfee Knob Trailhead Shuttle service, with $31,600 in local matching funds.
  • Ordinance authorizing the acquisition of 5.0 acres of real property located at 0 Mount Chestnut Road, Roanoke County.
  • Ordinance appropriating $64,979 in state grant funds, matched with $64,979 locally, to transition emergency dispatch guide cards to an electronic format.
  • Ordinance appropriating $161,252 in grant funds from the Virginia Opioid Abatement Authority, matched with $164,100 from County opioid settlement funds.
  • Acceptance of $8,000 in grant funding from the Virginia Department of Fire Programs for Fire & Rescue training.
  • Approval of the 2026 County holiday schedule.

Closed Session

The Board of Supervisors held closed sessions pursuant to the Code of Virginia as follows:

  • Section 2.2-3711(A)(5): To discuss a prospective business or industry, or expansion of an existing business or industry, in the County’s magisterial districts.
  • Section 2.2-3711(A)(3): To consider the acquisition of real property for a public purpose in the Vinton Magisterial District.
