Starkey Road/Ogden Road Streetscape Improvements

Study Overview

To continue to implement components of the 419 Town Center Plan, Roanoke County conducted a study with Whitman, Requardt & Associates to determine appropriate safety, pedestrian and/or bicycle improvements for Starkey Road (between Ogden Road and Electric Road) and Ogden Road (between Electric Road and the Norfolk Southern railroad tracks). 

The concepts shown at the February 2024 community meeting were scaled back to a smaller and more competitive project submitted for SMART SCALE funding in August 2024 with an estimate of $17.6 million. Final project components included:

  • Sidewalk along Ogden Road to connect the Lewis Gale ED sidewalk to the Railroad Bridge sidewalk;
  • Sidewalk along Starkey Road to the eastern Old Country Plaza entrance;
  • New traffic signal at Ogden/Starkey intersection with pedestrian signals/crosswalks;
  • Bicycle accommodations along Ogden Road between Starkey Road and the Railroad Bridge;
  • Bicycle accommodations along Starkey Road from Ogden Road to Route 419 (connects to the Route 419 Phase 2 project);
  • Ogden Road lane reallocations north of Starkey Road, modifying the northbound lanes to a single through/right lane and shortening the southbound left turn lane to reduce weaving movements;
  • Ogden Road southbound left turn lane into Tanglewood Mall shortened;
  • Old Country Plaza right slip lane modified to slow vehicle speeds and addition of a crosswalk; and
  • Valley Metro bus stop relocation from the north side of bridge to the south side with a concrete pad for future accommodations.

Projects recommended for SMART SCALE funding will be reviewed at the January 2025 Commonwealth Transportation Board (CTB) meeting. Final funding decisions will be determined by the CTB in June 2025.

Winter 2024 Community Meeting

A second community meeting was held on February 15th, 2024, at the Roanoke County Administration Center to receive feedback on proposed transportation and streetscape improvement concepts.  A total of 21 people attended the meeting. The survey closed on March 15 with 50 respondents.

Fall 2023 Community Meeting

A community meeting was held on October 19th, 2023, at the Roanoke County Administration Center to gather feedback on desired streetscape improvements. Twelve business owners and area residents attended the meeting.  89 respondents completed the survey to provide feedback and comments on desired streetscape improvements.
